The attack was aimed at the factory's cement packing machines, all of which were destroyed by explosives. While the cement factory itself was heavily guarded by trained sabotage guards with machine guns and dogs, the packing house was merely guarded by two unarmed workers. The perpetual traffic at the port helped obscure any unauthorised traffic into the area. This made the packing house a good sabotage target.
